The City of North Ridgeville selected KS Associates to design a new water main along Bagley Road from Lorain Road east to the Ohio Turnpike. This stretch of roadway included 37 homes which were all served by private well water. KS Associates prepared plans, specifications and an opinion of probable construction costs for the project, which included 4,338 lineal feet (L.F.) of 12-inch ductile iron water main, 14 fire hydrants and 37 service connections.
KS Associates performed customary bidding services for the Owner including distributing bid documents, issuing addenda, and attending the bid opening. There were seven bidders. The low bidder came in at $154,888, which was 10.8% below the Engineer’s Estimate.
The City requested that KS provide construction administration services and a full-time resident project representative (RPR) for the construction phase of the project. Assuring that the Contractor was considerate and respectful of the residents during construction was an important responsibility of the KS RPR.
Construction started in April 1988 and was completed in June 1998. KS held monthly progress meetings with the contractor and the owner, processed pay estimates, reviewed certified payroll reports and processed change orders. During the construction, the City elected to add 1,135 L.F. of 12-inch water main to the project. KS prepared plans for this additional water main extension and performed construction phase services. The City negotiated a price of $37,318 for the additional work.
