The City of Vermilion selected KS Associates replacement sanitary sewer along West River Road from Larchmont Drive to Wildwood Drive. The sewer along this route was a critical trunk sewer, serving 504 single family homes; a 35 unit recreational park; two marinas with over 500 docks, a fueling area, pump out stations, rest rooms, showers and a ship’s store; Valleyview School which housed the Vermilion Local School District’s administrative offices, and Valleyview Pool. The trunk sewer also provided service to another 40 acres of undeveloped land. The existing trunk sewer was an 8-inch vitrified clay pipe, constructed in 1958. The sewer needed to be replaced with a higher capacity pipeline.
KS Associates prepared plans, specifications and an opinion of probable construction costs for the project, which included 1,189 lineal feet (L.F.) of 15-inch and 1098 L.F. 12-inch sanitary sewer with manholes and service connections. The project was funded in part by a $93,000 Ohio Public Works Commission Grant. KS prepared the initial grant application on behalf of the City.
KS Associates performed customary bidding services for the Owner including distributing bid documents, issuing addenda, and attending the bid opening. The low bidder came it at $186,405, which was 9.4% below the Engineer’s Estimate.
The City requested that KS provide construction administration services and a full-time resident project representative (RPR) for the construction phase of the project. Construction started in April 1996 and was completed in July 1996. KS prepared all grant-related paperwork including draw requests and close- out documents.
