The Meridian is an 18-story condominium located on the coast of Lake Erie. The condominium owners engaged KS Associates to perform an erosion inspection. The inspection included a visual inspection of the bluff, a 3D laser scan of the bluff face, and topographic and bathymetric surveys of the site.
Our design team compared the survey and inspection data with historical data and identified the need to construct shore protection at the site. KS Associates was contracted to design an armor stone revetment to prevent erosion and reduce undercutting that was occurring at the toe of the bluff.
KS Associates secured a U. S. Army Corps of Engineers Section 404 Permit (NWP 13), an ODNR Shore Structure Permit, a Submerged Lands Lease, and Federal Consistency concurrence for the project. After the permits were issued, the design team attended and led several stakeholder meetings for the condominium association and the City of Lakewood. Both the Lakewood City Council and the membership of the condominium association voted to fund the project with bond financing.
When bond financing was in place, KS Associates performed bidding and construction phase services as a consultant to the City of Lakewood. The project included the construction of 245 lineal feet of new armor stone revetment and the placement of 490 cubic yards of sand pre-fill. Construction was completed in 2016.
Accurate cost estimating was critical for the City to fund the project with bond financing. The construction contract ($589,887) was within $113 of the engineer’s estimate prepared by KS Associates ($590,000).
