KS Associates announces that Scott A. Horan, P.E., P.S., has joined the firm’s Surveying Group. The Group provides professional surveying, right-of-way plan development, and LiDAR/3D laser scanning services to support the design and construction of public and private infrastructure projects. Horan joins KS Associates as Associate Director of Surveying Services, reporting directly to Mark A. Yeager, P.S., Director of Surveying Services.
In this leadership role, Horan is responsible for business development, client relationship management, project management, quality control, and the integration of new surveying technology into KS surveying practices. With a 16-year career in surveying and engineering, and a track record of successful projects, Horan brings a wealth of experience and expertise to KS Associates’ growing surveying team.

Horan was previously a shareholder of a Cleveland-based engineering firm for eight years where he served in roles of increasing responsibility, from Crew Chief to Director of Surveying Services. He earned a Bachelor of Science degree in Civil Engineering and a surveying technology certificate from the University of Akron. He is a 2020 graduate of the ACEC Ohio Rising Leader Program and was a 2018 Cleveland affiliate mentor in the ACE Mentor Program, which helps high school students prepare for careers in engineering and construction. Horan is a past president (2021) and current member of the Cleveland Chapter of Professional Land Surveyors of Ohio (PLSO).
