Working with local architects, Cuyahoga Metropolitan Housing Authority (CMHA) launched a redevelopment that included construction of approximately 350 new rental housing units, 32 single-family detached housing units and associated infrastructure improvements. KS Associates provided engineering services for the infrastructure to support the development, today called Heritage View Homes (formerly called Garden Valley Estates). The infrastructure includes the rehabilitation and construction of new streets within the project area.
KS Associates was selected to provide civil engineering and surveying services for Phase I of this multi-phase project. Phase I included 81 single-family units.
KS Associates performed an ALTA/ACSM Land Title Survey for five acres of the property. This survey included the location of all site features, a boundary survey and Parcel Consolidation Plat. Services also included topographic surveying and mapping of Kinsman Road from E. 71st Street to E. 79th Street.
One of the greatest challenges of the project is its location on both public and private property. This required two different sets of construction documents; one addressing the public infrastructure within the existing and planned right-of-way, and one addressing the privately owned property.
Both the public and private components of the project required the relocation and sizing of on-site utilities, off-site and curbside parking, streetscaping, stormwater management and maintenance of traffic. The grading plan for the private component had extensive ADA compliance requirements.
The public component of the project involves 1,600 linear feet of roadway reconstruction.
KS Associates also managed the permitting and approval process, which was somewhat complex due to the City of Cleveland’s extensive requirements and the number of entities involved, including many privately owned and maintained utilities.
